This is essentially a portable barbershop.
The barber would set his stool down on the street and pull his tools out of the small drawers on the front and side.
Customers would sit on the stool and when the haircut was over, drop money in a slot on the top. The money then fell, safe and secure, into one of the drawers, and at the end of the day, the barber, barbershop, barber tools, and barber income all headed for home.
In the olden days, this kind of stool was commonly used by vendors or for home use.
